Sr Engineer I, Projects Procurement Job

Work Location:  KSA > Jubail

An exciting opportunity is available for a Procurement Engineer/ Analyst based in Jubail and will report directly to Manager, Projects Procurement

 

About the role:

 

In this role, you will be responsible to:

 

  • Implement and comply with the Procurement and Contracts Principles, Policies, and procedures and meet their respective time target.
  • Advise Procurement and Contracts Engineers as appropriate regarding Contract Procedures, Company Policies, General  Principles, Time Scales and Priorities, etc., in order to ensure proper handling of contractual arrangements
  • The award of contracts assigned to the section within the agreed time-table.
  • Obtain agreement of client division to the overall time–table for the various tender requirements in order to establish the key parameters for the contractual arrangements
  • Advise on types of Contract options available and agrees the appropriate Tender Strategy
  • Receive approved Contract Request from user department, analyses requirements, discuss with the initiator the scope of work, proposed Bidders List and seeks further clarification and additional information as necessary in order to complete the groundwork needed to take proactive action
  • Allocate the request to a Contracts Officer with appropriate competence and experience
  • Supervise and advise the Procurement or Contract Engineer on a) the preparation of the detailed enquiry package and b) the selection of approved Bidders and secures the agreement of initiating Division
  • As a member of the Tender Committee, receive and open Tenders with representatives of the Committee.
  • Advise the Contract Engineer on the preparation of Commercial Evaluation and review the Technical evaluation. Conducts negotiation meeting with Tenderers when required.
  • Advise the Procurement and Contract Engineers on the preparation on the Evaluation Report for submittal to the Tender Committee through the Divisional Management
  • Assist in the selection of the successful Tenderer for recommendation of Award of contracts to the Management and shareholders.
  • Arbitrate upon request between company and contractor on interpretation and performance of Contract Terms and Conditions.
  • Provides any other information and advice as necessary relating to Company Policy and Contractual Procedures.
  • Deal with new applications from local and international contractors offering the services, ensures their lawful registration with the state authorities.
  • Initiates and co-ordinates with other divisions the pre-qualification of companies, and ensures the maintenance of a register of pre-qualified contractors for work carried out by the section

About You:

 

You will ideally be required to have the following requirements:

 

  • Bachelors’ Degree in Engineering or Supply Chain or Equivalent
  • Minimum 5 years of relevant experience in similar industry.
  • Strong Analytical thinking and problem solving.
  • Good Computer literacy and a strong working knowledge of advanced professional programs.
  • Good Communication skills.
